I think the most important part of your question is -- how do you motivate team work. There are may ways. An effective one I have used is an interview series with staff on their best ideas followed by projective assessments using projective pictures to elicit responses. The results of such work are then fed back to all staff noting agreement or lack of agreement between the projective responses and the direct questions interviews. Then comes recommendations and implementation. If the trend is to more team work culture then part of it all is designing the reward systems to favor team work.
