The definition of abnormal behavior is any behavior that goes against the norms of society. Yes body piercing is more common today, but those who have piercings are less than those who do not, so statistically speaking, body piercings could be considered abnormal behavior. In regards to mutilation altering function, genital piercings can cause irreversible damage if done improperly. It can also cause serious infections which is considered to be a health risk. So yes, I do think piercing of the genitals can then be considered mutilation.
