A New Structure - Thai vs Australian vs US vs Latin America

We are currently growing into a global business based in Australia. I have the task of creating an organisational structure which is effective in working across cultures. Issues that concern me are: How do I effectively translate the goals of our business into these different nations to develop ownership not blind obedience? Do I try and imprint the original company culture or do I meld a new one in the new region with its own specific identity? Any thoughts would be greatly appreciated
