Re: underwear thieves

On one level stealing is stealing and it is a crime. The question of what are these people doing with the underwear. There may be a sexually deviant process occuring but there is no way to find out without some type of further assessment. It is a serious behavior and not likely ti be a prank. How do the women feel about this?
