Re:child play or sexual abuse?

I have recently caught my child and niece, about 4-6 years old, hiding in a bathroom at my brother's house revealing their genitals to eachother. There was absolutely no penetration involved; this encounters only consisted of stripping down and revealing their 'private parts'. Should I be concerned about such an encounter? Should I let nature takes its course or prevent another situation like this from happening? Your responses are greatly appreciated.
