I have raised 4 children and work with many sex offenders in my career capacity. Do not make an issue of this. Talk to the mother of the other child and present a united front. Inform both children that this is not done, just as you would not take off your clothes in a super market. This should be done one-on-one and without embarassment or retribution. It is very normal for small children to explore, even each other. Keep an eye on the children in the future to see that they got the message and don't have another opportunity to "explore."
