nomenklatura (sp?) in professional membership organizations

I am looking for some basic theory and research on the problem of keeping professional membership organizations focused on the needs/interests of the members. It seems that inevitably such organizations evolve to a status quo in which leaders and their staff take over and tell the members what the member should want.

I think I remember learning about this but it has been years (decades actually) since I formally studied OD
