Men in India act according to normative behaviors. Men in the West also act according to normative behaviors. But the normative systems are different in each place.

No one man can change the norms, except by rallying people into agreement to change the norms. Ghandi was able to do that to some extent. Until there is a mass agreement to change the systems behavioral rules (norms) men aren't going to change in India or anywhere else.

So when women get angry at individual men, it shows their ignorance about behavioral norms. People have to behave as other people do within a system. One man in India will enforce the norm of treating women badly on another man. That's how you know it's a norm.

It will only begin to change when there is less ignorance about how normative systems work; that has to happen first: the understanding that norms define the behavior of men toward women. No one man can change that and be accepted as a man within the male system. This is fundamental stuff.
