Cyberspace and Cybercitizenship

I am interested in cybercitizenship, considering citizenship since an ontological point of view. My question is how can we and how are we developing a new citizenship culture while every day users of digital networks? May be this is a very "large" question, but we are complex beings behaving in several personal and social dimensions.
Who would like to comment my point and also sent me websites or books on this subject? Thanks.
