"Notoriously subject to recidivism." Not exactly true when they receive proper education and group therapy through the 52-week program (in California). Recidivism is very low when patients attend a well construed and serious program.
Unfortunately we still live in a "stone age society" in this aspect, because instead of looking for help (therapy and education) right at the beginning of conflicts, people start fighting each other sometimes for years, and then, when everyone is out of control, they call the authorities on each other. Jail neither works as therapy nor as education. It can keep people apart, yes, but does not teach them how to stay together in a decent and functional relationship.
