limits and boundaries of behavior

I accept and acknowledge the multlifacits of sexual behavior. In writing this, I wonder if any of the list is involved in in-service programs for professionals that wil enforce professional limits and boundaries. I am aware of the work of Gary R. Schoener (Minniapolis). As a nurse I'm amazed at the lack of in-service or continuing in-service that professional do not receive. Meanwhile, it costs schools, hospitals and other institutions a fortune in legal fees and bad press when an employee "acts out" with a mentally ill or helpless client.
