I, too, am concerned about the "inbalance of power" issue resulting from the age difference. I would be concerned, and think someone needs to look in to this situation more. What exactly happened? It sounds to me that both the 12 y.o. and the 4 y.o. might need some help now. At the least, someone needs to investigate what went on and what's going on further. Focusing on blaming others for whatever they are doing takes the focus off of the real issues imo. And saying sexuality is normal is missing the issue as well I think. It's NOT normal between a 12 y.o. and a 4 y.o. and the 12 y.o. needs to learn quickly what is okay and what isn't in this area.
