Sure sounds like incest to me. Do you assume that the word "incest" has to mean a mutual relationship? It's more pejorative for me. The situation you describe is molestation as well although that's not a very strong term for me. I'd call it rape, sexual assault, sexual abuse. Whatever you call it, the sister was powerless and exploited.
