Masterbation in children

Could someone please tell me "is it normal" for a 4 year old to masterbate?My son started masterbating at the age of 2-3 years.He humps his hands.He does it in his room and in front of his younger brothers and does it at his dads house when he goes there every other weekend.I asked him where he learned it or where he's seen it and he's told me that his dad showed him where to touch himself and that it's o.k. for him to masterbate.His dad allows it at his house and masterbates himself.I've brought a motion to the courts and the courts have thrown it out.I've even called social services and reported possible sexual abuse.
Social services haven't done anything.
PLEASE HELP ME, I HAVE 5 BOYS AND ONLY ONE IS MASTERBATING AND I DON'T WANT THE REST TO START.
