Re:child play or sexual abuse?

Dear Thom,
I knew someone with a case like this before. I think the child should be punished and treated. The case i know about the boy was 14 and violated a 3 and 5 year old children. He didnt get what he deserved because his parents couldnt deal with him and he eventually lied. He has continued on with these acts and later got prosecuted. Really, my opinion is that he should be dealt with now - medically and also by the law
