organization theory related to human services

I am interested in obtaining information or suggestions for consultation about organization theories relevant to service utilization by adolescents and their families. This request relates to a study I am working on that examines service utilization by adolescents across four service domains (mental health, education, juvenile justice and social services). I am trying to find an over-arching organization theory that might facilitate examining issues related to interorganizational conflicts within the larger system of care.
