Your reasoning on this is very good. With out the support of a senior exec who is a champion, OD efforts will likely fail. When a senior executive is not part of a program participents in peograms will listen to presentations and be entertained but will not put new knowledge into practice unless they are pushed to do so from above. There are however a number of very motivated executives and managers who do see much value in OD -- especially executive development oriented coaching. What they do is get consultation privately from coaches and pay for it themselves realizing many companies will not finance such programs. Some managers and executives unfortunately see OD consultation as creating rebellion or revolutions and therefore they avoid it -- others though realize the value and are supportive.
