Performance Management definition

Hello group,

I am getting a bit confused and I wondered if you all could help me out.
The words 'Performance Management', what exactly is the definition and where does it originally come from?
In the Netherlands these words are used for everything: apraissal, reviews,competencies, some kind of HRM tool...

I thought it all started with Aubrey Daniels in the mid seventies...positive reinforcement and behavior.
What definitions does it have around the world?
