I was a bit overwhelmed by my own reflections on your questions and travelling hence so long to post a resopnse.
i have been working in the od field for 20 years now and in organisations like ICL-FUJITSU, Unilever, ICI in asia , north america, europe and at a global level. i think there are various responses to change and these range from my dad (82 years old , back in india who grew up to see b/w telly when he was in his 50's ! and now is completely comfortable using a remote to use interactive, digital 100s of channel telly linked to timer based taping and so on!) to a colleague of mine who will not touch a computer ! so behind your question of resistance there needs to be a wider map of responses to change at the first level.
secondly i think seminal work like beckhart and others have an implicit model of "what resistance to change is about ". moreover, nearer to you fons trompenaars, hofstede and others have ( albeit from a male, european, white , anglo-saxon!?!) point of view tried to map cultural determinants of such responses. at a pragmatic level there are experiences like mine which may not lend themselves to "tidy" theoretical packages (!?) but do certainly help raise important questions and more importantly provide some insights.
