Development of an EAP/diversifying funding base

I'm interested in gathering information concerning the development of an Employee Assistance Program.

Context: Meduim size private non profit mental health agency in the throes of funding reductions/ managed care transition (yes, a little late) interested in diversifying funding base through the implementation of non goverment funded programs. Any books, web sites, or people who may have insight/opinion etc. on this subject greatly appreciated. Thank you.
