Adolesence and Internet Use

I have been working with an adolescent who is struggling with being victimized in chat rooms and someone's web site. These kids all attend the same private school and some very destructive communication is going on--a heightened form of gossip and maligning characters. It has gone as far as death threats.

What I'm wondering is about resources for parents, school authorities, teachers, etc. about teaching kids socially responsible internet use and ethics. Do you think schools or parents should take the lead in seeing that there is oversight?
