Psychiatric Specialization and Referral

Hello,
I am engaged in a brief research project for an organization that provides Continuing Medical Education symposia for psychiatrists and other mental health professionals. In working to improve and fine tune the curricula and better target the needs of practicing psychiatrists, my supervisor has posed the following question:

Does the typical psychiatrist accept new patients pretty much regardless of their diagnosis, or do most psychiatrists tend to refer new patients whose conditions are not in their area of specialization?

As you can imagine, this sort of open-ended question is a challenging one to answer through independent Internet research. Would you venture an opinion on the question?
