Domestic Violence shelters and Mental Health Issues

Looking for some feedback about how to deal with victims that present with mental health issues and remain in the philosophy of empowerment. Many victims appear to need treatment but will not pursue it. We find it difficult to help these victims find housing when mental health issues interfere with their functioning. Any suggestions will be most appreciated. Being in a shelter for victims is quite an experience. The staff is concerned with the provision of services being blocked to these persons due to their MH issues. Any intervention strategies within the context of empowerment will be helpful. Thanks.
