In fact CBT and Biofeedback have both been shown to be effective in Tinnitus. First, these therapies can reduce the reaction to the Tinnitus (hypervigilance, sympathetic arousal, mood disturbance, etc.). Second, it can assist in reducing attention to the Tinnitus (through offering an alternative to attend to, as in the breath at night, what one is seeing or listening to during the day, etc.). Third, these therapies can help in the adjustment to living with Tinnitus, and helping to educate the patient as to the causes and treatments for Tinnitus, thereby "normalizing" their experience and reducing arousal and attention, per above.
I have seen hundreds of patients with Tinnitus at the Navy (mostly caused by living and working on Aircraft Carriers for years) and have seen a reduction in the distress caused by Tinnitus and concommitant reduction in the Tinnitus itself as reported by many of these patients. After all, when you are not paying attention to the "noise" does the noise exist?????
