Default Culture the Stabilizer

Culture can be described as a catalyst for experimentation. On the other hand, it stabilizes a very wide range of events and suppresses variation. I suggest that relatively few cultures encouraged experimentation and that, as our closes down, 500 years may pass before another replaces it.
