Don't worry! This is prefectly normal, for this age. It is totally inocent. If what she's doing makes you uncomfortable, Then , take action. To put a stop to this, you must tell her when you catch her doing it,first tell her to stop, then tell her that she shouldn't do that in front of people cause it's private. That's just the first step, second, you should have a talk with her about her'privates, and tell her that their her's, and no one else should see them or touch them.If you still catch her doing it around you, or your company, send her to her room, not as and actual punishment, but to teach her not to do this in front of people, just say, 'if your goingto do that , go to your room. Be firm, Don't teach her this act is 'drty, instead, that it's private. this will help her in later years to also respect her self, This technique works with boy's also, believe me, that's how I know all this, I have a four year old son, who went through this same situation when he was 2, by the age of 3, he was over it, so take my advice and be strong, this phase will pass soon!
