Who sets the daily goals? Is is this an autocratic decision by management? Is the young man behaving in appropriately that he needs to be manipulated & controlled in this manner? Is he running up a big phone bill calling his family? Are there other circumstances? Is he being prepared for the future in some way that this policy is likely to have a good outcome? If so, will he understand that? Is the rapport between staff & residents excellent?
I think most readers in discussion group would assume that controlling any person in this way could lead either to avoidance behaviour and even aggression. My principal told me in my first year of teaching [1960] "a happy ship is an efficent one." Above all keep the crew happy!
