You are so right. Therapists should be able to hug clients as if they are brother or sister BUT there are mitigating factors such as - The same sort of 'problem' exists with the teacher student relationship. It is proper to keep a 'professional' distance.
1. A client may object to being touched.
2. A client may decide later that because the therapist hugged me I can bring a suit against the therapist
3. A genuine hug may be mistaken for something more.
4. Some therapists are worried about getting too close to clients for personal reasons.
